Shavkat Mirziyoyev chairs expanded session of the Security Council

Later the same day, while at the Academy of Armed Forces, the President of Uzbekistan, the Supreme Commander-in-Chief of the Armed Forces Shavkat Mirziyoyev has chaired an expanded meeting of the Security Council to discuss issues related to the development and reform of the national army.

The session has been attended by members of the Security Council, the leadership of the Armed Forces and government agencies, as well as – through videoconferencing – the heads of regions, the commanding staff of military districts and military units, representatives of public organizations. Reports provided information on work directed at strengthening the country’s defense capabilities.

The meeting served to sum up the results of large-scale efforts on the development of armed forces, critically assess the activities of ministries and departments, as well as local government bodies involved in the implementation of tasks towards reforming the national army.

The President noted in his speech that, building on the 2017-2021 Development Strategy of Uzbekistan, extensive transformation has also touched the defense sphere along with other walks of life. Tangible effects have been secured in a relatively short span of time passed and a strategic vision of our armed forces been shaped.

The Supreme Commander-in-Chief said in particular that in the current environment of confrontation in the information space, amid the intensification of the struggle for “hearts and minds”, especially of the younger generation, military-patriotic education has been growing in significance.

Additional instructions have been given to improve the system of such education among the population, primarily youth, to engage them in the process of reforms in progress in the country, realize their intellectual and creative potential.

“In material terms, the army can be fit with all the state-of-the-art systems, yet a weak morale, lack of fighting spirit and devotion, the sense of love for the Motherland and responsibility for its fate, indifference can ultimately lead to irreversible consequences,” the head of state pointed out.

The session participants also considered other important areas of reform and development of combat forces.

Following the meeting, the Supreme Commander-in-Chief of the Armed Forces outlined recommendations and set specific tasks for officials to arrange works towards bolstering the nation’s defense capabilities.

At these blissful moments, I sincerely congratulate you, our entire multiethnic people, on the New Year! I wish you all sound health and happiness in family!

The outgoing year has stood out as the one with bright events, accompanied also by various difficulties and trials.

Thanks to the dedicated endeavors of our people in the Year of Active Investments and Social Development, we have furthered significant goals.

New steps were taken towards boosting the potential and competitiveness of our country. Leading spheres and branches of the national economy are advancing dynamically. Modern enterprises built on high technologies as well as new transport and communications networks, are being commissioned.

Our skilled farmers and dehkans, despite the intricate weather conditions, have secured rich harvest.

Extensive opportunities have been opening up for small businesses and private entrepreneurship.

New jobs are being created, especially for youth and women.

In the course of the execution of national programs, the appearance of our cities and villages, and the whole country as a whole is under transformation.

In 2019, thousands of families, including low-income ones, threw housewarming parties.

Science, education and enlightenment have witnessed the dawn of a new stage in their development. Modern kindergartens are being built and commissioned, new universities, branches of leading foreign institutions, healthcare, culture and sports facilities are opening.

Crucially, the living standards in our country are rising, the sense of partaking in the fate of the Motherland and confidence in tomorrow have been growing among citizens.

The life of our society is increasingly associated with principles of democracy and openness, while the liberalization process is underway across all walks.

The recent elections to the Oliy Majlis and local Kengashes proved suggestive of that truth. They indicated once again that Uzbekistan is not going to turn from the path of democratic development.

The defense capabilities of the national Armed Forces, the guarantor of our independence as well as a safe and peaceful life, are being consolidated.

With a peaceful and constructive foreign policy, Uzbekistan’s standing in the international community has been growing.

In a word, the year 2019 will leave a bright mark in the history of the new Uzbekistan.

Dear compatriots!

We are entering an important phase in our development – the stage of national progress.

In 2020, we will continue to keenly pursue large-scale socioeconomic reforms.

Particular attention will be paid to creating new jobs and a framework even more favorable for private property, to promoting entrepreneurship and business-friendly environment.

The focus is to be on issues of increasing salaries, pensions, scholarships and allowances, real incomes of the population.

We will enhance the scope of the work we began to improve the living conditions of people and quality of public utility services, as well as build affordable housing.

We will direct all our strengths and capacities to give the young generation decent education and enlightenment, to contribute to the realization of their abilities and talents.

The efforts directed at bolstering the health of the population and encouraging healthy lifestyle in society will rise to a new level.

We will further sharpen the attention and care for our esteemed veterans and dear women.

Of primary importance will be issues of social protection, especially for those who need help and support.

Our main task will remain to fortify peace and stability, interethnic harmony and mutual understanding in the country.

We will expand comprehensive cooperation with the world community, primarily with neighboring nations.

There is hardly a better means to secure rule of law and the Constitution than public control

Today, December 7, the Palace of International Forums “Uzbekistan” in Tashkent played host to a festive meeting in tribute to the 27th anniversary of the Constitution of the Republic of Uzbekistan.

President Shavkat Mirziyoyev delivered a speech and congratulated our people on this bright holiday.

Determining its own course of development, any nation enshrines the most crucial goals and objectives in its Basic Law. And the Constitution, adopted at the dawn of our country’s independence, reflected the principles of ensuring human rights and interests as well as the political system, consonant with the will and aspirations of our people. The document secured guarantees for the equality of all citizens of Uzbekistan, regardless of gender, race, religion, ethnic or social origin, and created the foundation for modern democratic development. Therefore, we value, honor, and widely study the Constitution.

In his speech, President Shavkat Mirziyoyev stressed that ensuring the supremacy of the Constitution and laws is the most important criterion for building a democratic state in our country, along with strict and unconditional compliance with the Constitution and laws of the country of the acts adopted by government bodies as well as actions of officials at all levels.

The head of our state underscored that in achieving the superiority of the Constitution and laws there is barely a better means than public control.

The public and the media have “waken up” and now are active contributors to the process of establishing the rule of law and counteracting its violations. For example, building on the proposals of citizens and deputies during the discussion of the draft State Budget, it was decided to allocate an additional 50 billion soums to schools, and a moratorium on cutting trees was announced under the influence of public opinion. All this testifies to the growing sense of responsibility among the population and engagement of the processes taking place in our society.

The President noted the need for the continuation of work to increase legal awareness and legal culture in society, to nurture children in this very spirit from a very young age.

“Our Constitution should become a real code of living standards and rules for us, fully guaranteeing rights and freedoms, penetrating deeply into the consciousness and heart of every citizen,” Shavkat Mirziyoyev insisted.

The principles of humanism reflected in the Basic Law find their practical embodiment. In recent years, the President has signed 8 pardoning decrees, in accordance with which over 4 thousand people were released from the penitentiary.

On the eve of this holiday, the head of our state inked another such decree. Thus, 92 people who sincerely repented and firmly embarked on the path of correction have been pardoned.

Another example of a humane policy was the closure of the penal colony this year in the village of Zhaslyk. In addition, the procedure for the payment of pensions and social insurance to persons sentenced to imprisonment has been established for the first time.

This year, as part of the humanitarian operations Mehr-1 and Mehr-2, a group of 261 citizens, mostly women and children, was returned to their homeland from the zone of armed conflict.

Over the past three years, a total of 9,692 people, including 5,868 this year alone, have been granted citizenship of Uzbekistan.

President Shavkat Mirziyoyev noted in his address that law enforcement agencies should become bodies acting exclusively in the interests of the people. The head of our state outlined urgent tasks in bolstering the independence of courts, in ensuring a system of checks and balances in the investigative-inquiry process, in improving the institution of the bar.

The presidential speech was followed by the National Anthem of the Republic of Uzbekistan.

Citizens of Uzbekistan abroad will be able to fully realize their suffrage

On December 22, 2019, Uzbekistan will hold elections for deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan and deputies of local Kengashes.

Article 32 of the Constitution of the Republic of Uzbekistan stipulates that citizens of the Republic of Uzbekistan have the right to participate in the management of the affairs of society and the state, both directly and through their representatives. This right applies to every citizen of Uzbekistan regardless of his place of residence or location.

As you know, today many of our compatriots live abroad for family reasons, work, study or for treatment.

Previously, only citizens on the list of our country’s consular posts abroad were included in the list of foreign voters. This meant that many of our compatriots, who were away from their homeland on election day, did not have the opportunity to participate in the voting process.

For example, in the parliamentary elections of 2014, 13 thousand 280 citizens were included in the voters list.

At the current elections, all the necessary conditions will be created for the participation of all citizens of Uzbekistan living abroad.

In order to realize the constitutional rights of citizens of the Republic of Uzbekistan living abroad, the Central Election Commission has developed and approved the corresponding provision.

So, for the first time, the Regulation on the procedure for the formation of polling stations at diplomatic missions and consular offices of the Republic of Uzbekistan in foreign countries was developed.

The provision stipulates that the Central Election Commission, in agreement with the Ministry of Foreign Affairs, assigns polling stations abroad to the respective constituencies in elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan.

Previously, in elections to the Legislative Chamber, polling stations abroad were assigned to the constituency in the territory where the Ministry of Foreign Affairs is located. This may lead to a violation of the rule that when forming constituencies, the maximum allowable deviation of the number of voters in constituencies should not exceed ten percent. Therefore, the consolidation of foreign polling stations in one district was considered inappropriate.

According to the new regulation, the list of voters at polling stations abroad is formed on the basis of data provided by the heads of these institutions.

Citizens can apply in writing to be included in the voters list at the precinct election commission abroad. In addition, they can submit an application to the precinct election commission abroad in electronic form for inclusion in the voters list at least fifteen days before the election through the official website of the Ministry of Foreign Affairs.At present, the option “electronic registration” of voters is already open on this resource. It is available in Uzbek and Russian. Those wishing to receive registration must fill out a questionnaire, indicating their last name, first name and patronymic, date and place of birth, passport number and series, address of residence in a foreign country and Uzbekistan, indicate the diplomatic mission in which the citizen is going to vote, and the current phone number. Upon filling out the questionnaire, the user receives a personal identification number of an individual.

The Ministry of Foreign Affairs, in turn, provides generalized information about the amendments to the voters list to the State Personalization Center under the Cabinet of Ministers of the Republic of Uzbekistan to make appropriate adjustments to the Unified Electronic Voter List, that is, the entry “citizen voted abroad” is made. In this case, it is necessary to adhere to the principle of “one voter – one vote”.

Diplomatic missions and consular posts through the media or in another way notify citizens living abroad of a polling station abroad, the timing and procedure for including citizens living outside the Republic of Uzbekistan in the voters list of the corresponding polling station, days of early voting and the day of election.

In order to create additional amenities for citizens, some types of voting are summarized in the electoral law. So, in the densely populated places of residence of voters, the precinct election commission abroad can organize early voting at the place of residence of voters.

Early voting in densely populated places or places of work of voters is carried out in the presence of at least two members of the precinct election commission abroad, and an act is drawn up about this.

The new rules introduced in accordance with the regulation will create a solid legal basis for the implementation of the constitutional law of our compatriots living abroad temporarily or on a permanent basis.
