The International Legal Forum “Tashkent Law Spring” will be held in Tashkent on April 25-27, 2019. The Forum is organized by the Ministry of Justice of the Republic of Uzbekistan with the support of a number of partners.

It should be noted that, for the first time in the history of independent Uzbekistan the International Legal Forum “Tashkent Law Spring” will be held, which will bring together the heads of national and foreign state bodies, as well as representatives of international organizations, the world’s leading legal and consulting firms, well-known scientists, experts and specialists in the field of law.

The forum will be held in the format of discussion sessions on three main directions, such as: “Good Governance”, “Ensuring the Rule of Law and reforming the judicial-legal system”, “Active Investment Policy”.

In addition, master classes and presentations, “round tables” will be organized to discuss current tendencies in the development of law and the application of best practices in the modernization of national law of Uzbekistan.

The forum will feature awarding ceremonies in the following categories: “Best Lawyer of the Year”, “Best Bar Association of the Year”, “Best Corporate Legal Service of the Year”.

Until today, nearly 100 experts from Azerbaijan, Austria, Belarus, France, Great Britain, Georgia, Japan, Italy, Kazakhstan, China, Korea, Kyrgyzstan, Lithuania, Malaysia, Nigeria, Russia, Saudi Arabia, Singapore, Sri Lanka, Tajikistan, USA and other countries of the world have confirmed their participation in the forum as a speaker.

First of all Edwin Tong Chun Fai, Senior Minister of State of the Ministry of Law and Ministry of Health of the Republic of Singapore, Alice Fremuth-Wolf, Secretary General of the Vienna International Arbitration Center, Alesh Zalar, Director of the European Center for Dispute Resolution, Carolyn Lamm, Chairman of the American-Uzbekistan Chamber of Commerce, White & Case LLP, Partner, Anga Timilsin, Advisor of UNDP’s Global Anti-Corruption Initiative, as well as professors from Harvard and Bologna universities, Boston Law College Law School, Gastings Law College of the University of California and representatives of such world-famous international law firms as “Dentons”, “Reed Smit LLP” (USA), “Freshfields Bruckhaus Deringer” (UK) “Cleary Gottlieb Steen & Hamilton LLC” (USA), “Norton Rose Fulbright LLP” (UK).

To date, about 1000 applications for participation in the Forum all around the world have already been received.

The opening ceremony of the Year of Kazakhstan in Uzbekistan has taken place at the Uzbekistan Palace of International Forums.

Opening the ceremony, President of the Republic of Uzbekistan Shavkat Mirziyoyev congratulated guests from the fraternal Kazakhstan.

“The Year of Kazakhstan in Uzbekistan testifies to the dynamically developing strategic partnership, the growing confidence, mutual support, the inseparability of the bonds between our two countries. This momentous event is also a symbol of the eternal and sincere friendship, cultural and spiritual community of the two peoples,” Shavkat Mirziyoyev said.

Our peoples have always served as a foothold for each other, they withstood the challenges and threats together, and today they are building a common future.

“This historic day for the Uzbekistan-Kazakhstan relations will serve as a solid foundation for the further development of friendly relations between our peoples,” the head of our state noted.

2018 was declared in Kazakhstan as the Year of Uzbekistan. Within its framework, over one hundred events were held in the field of culture, arts, literature, science, tourism and other fields. Tours of theater and folk groups, pop artists were organized. Days of Uzbek Literature took place in Almaty, Days of Uzbek Cinema were held in Taraz, Shymkent, Kyzylorda and Turkestan.

The resolution of the President of Uzbekistan, signed 13 March 2018, triggered a broad study of the creative legacy of the outstanding Kazakh poet and thinker Abai Kunanbayev. 577th anniversary of the birth of our great ancestor Alisher Navoi was celebrated on a grand scale in Kazakhstan.

The President of Kazakhstan Kasym-Zhomart Tokayev expressed gratitude for the attention paid in Uzbekistan to the development of the Kazakh language and culture. He noted that the events of the Year of Kazakhstan will further cement the cultural ties between our fraternal peoples.

In our country, extensive preparations have been carried out for this occasion. Events within its framework will open up new horizons for representatives of the arts, science, education, business of our countries to expand mutually beneficial contacts, exchange knowledge and achievements. All this will contribute to the mutual enrichment of cultures and the further harmonization of our peoples.

The city of Termez has played host to the opening ceremony of the International Bakhshi Art Festival.

President of the Republic of Uzbekistan Shavkat Mirziyoyev delivered keynote speech at the grand ceremony and congratulated those gathered on this event.

The art of bakhshi narrators, reflecting the national identity of different peoples, their language, lifestyles, customs and traditions, is of particular importance as an integral part of human culture. These immortal works, themselves vivid examples of the world cultural heritage, testify to the common historical roots, the noble ideals of humanity and, naturally, the desire of all peoples for a bright future, Shavkat Mirziyoyev suggested.

In his welcome speech, the head of state expressed his views on contemporary requirements, on the protection of values, on the work of bakhshis and the mission of scholars. His words “folk art is a lullaby of humanity” and “bakhshi art is not only an echo of the past, it is also the clear voice of modernity” became an expression of the essence and significance of the festival.

The folk epic has served to glorify the best human qualities, as much as a means of developing culture, enlightenment and education. In ancient times, when the letter was not yet invented, legends about courage, good deed, honesty, patriotism and friendship were passed on through verbal art. Therefore, bakhshi narrators served as ambassadors of humanism and always enjoyed honor.

In the current era of globalization, attention to this ancient art began to weaken. With the departure of the older generation of bakhshis from the stage, in the absence of consideration, interest and stimulus, their legacy was gradually lost.

Thanks to the establishment, at the initiative of the head of our state, of the Bakhshi School in Surkhandarya, ample opportunities emerged to preserve this art and ensure its continuity. And on 1 November 2018, another historic document was adopted – the President signed a resolution to hold the International Bakhshi Art Festival.

An organizing committee was formed, and extensive preparatory works kick started immediately. The conveniences have been created for the participants of the festival, foreign guests and spectators.

The square hosting the festival got gleefully decorated. Exhibitions were organized on the art of bakhshi, showing yurts and suzane, works of fine and applied arts, books and albums.

President Shavkat Mirziyoyev familiarized himself with these exhibitions after the opening ceremony. He watched performances of folklore groups from Karakalpakstan and all regions, as well as handicraft products. The head of our state talked with artists and artisans and wished them success in their work.

The International Bakhshi Art Festival is held every two years. It will serve to preserve and extensively promote the art of poem-telling, strengthen friendship and creative cooperation among nations.

The festival, held this year for the first time, is attended by over 160 representatives from 74 countries.

On December 12, 2018, the UN General Assembly adopted a special resolution “Enlightenment and religious tolerance” at its plenary session. The document, the draft of which was developed by Uzbekistan, was unanimously supported by all UN member states.

The adoption of the resolution became the practical implementation of the initiative of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, forwarded at the 72nd session of the UN General Assembly in September 2017, in New York.

Addressing the 72nd session of the UN General Assembly, the President of Uzbekistan noted that the main goal of the resolution proposed by Uzbekistan is “ensuring universal access to education, eliminating illiteracy and ignorance”. The document is intended to “promote the establishment of tolerance and mutual respect, ensuring religious freedom, protection of the rights of believers, and prevention of their discrimination”.

In order to implement this initiative, the Ministry of Foreign Affairs of the Republic оf Uzbekistan, together with other agencies, carried out purposeful work on development of the text of the draft resolution and its coordination with all member states of the United Nations.

According to Uzbekistan Permanent Mission to the United Nations in New York, following the results of numerous and comprehensive negotiations with the UN member states on the draft of this document, on December 12, the initiative of the President of Uzbekistan was put into practice. During the plenary session of the UN General Assembly, the resolution “Enlightenment and religious tolerance” was adopted.

It is noteworthy that the resolution was not only unanimously supported by all UN member states, but was also co-authored by more than 50 countries of North and Latin America, Asia, Africa and other continents, which indicates high recognition by the international community of the urgency and timeliness of the initiative of the leader of Uzbekistan. Among the co-authors there are such countries as Azerbaijan, Algeria, Bahrain, Belarus, Ghana, Egypt, India, Kazakhstan, Canada, Qatar, Kyrgyzstan, Lebanon, Morocco, United Arab Emirates, Oman, Pakistan, the Republic of Korea, Russia, Saudi Arabia, Singapore, Sudan, Tajikistan, Thailand, Tunisia, Turkmenistan, Philippines, Japan, and others.

The resolution adopted at the initiative of Uzbekistan emphasizes the important role of promoting enlightenment, as well as recognizes the importance of integration, mutual respect, protection of human rights, tolerance and mutual understanding in the name of strengthening security and peace in the world.

The document welcomes all international, regional and national initiatives aimed at promoting religious, intercultural and interfaith harmony and combating discrimination against individuals based on religion or belief.

It is noteworthy that the document calls on all member states to intensify efforts for protecting and promoting the freedom of thought, conscience and religion or belief, and in this regard:

a) to promote, through education and other means of mutual understanding, tolerance, non-discrimination and respect in all matters related to freedom of religion or belief, promote in society knowledge of diversity of religions and beliefs, history, traditions, languages and cultures of various religious minorities, existing within their jurisdiction;

b) to support various types of intercultural interaction and peacemaking at the national and international levels;

c) to support scientific-research activities.

It should be noted that the goals and provisions of the adopted resolution are fully consistent with the fundamental documents adopted within the framework of the UN, including the UN Charter, the Universal Declaration of Human Rights, the Sustainable Development Goals until 2030, the Declaration on the Elimination of All Forms of Intolerance and Discrimination Based on Religion or Belief, as well as provisions of the traditional UN General Assembly resolutions on this theme.

At the same time, in the resolution adopted by the UN General Assembly, member states are proposed to implement appropriate communication strategies, such as large-scale propaganda in national and international mass media, on the Internet, and disseminate enlightenment information about tolerance, non-violence and freedom of religion or belief.

It should be emphasized that the document calls for intensifying international efforts on promoting global dialogue in order to promote a culture of tolerance and peace at all levels, based on respect for human rights and diversity of religions and beliefs.

In addition, the resolution recognizes the key role of UNESCO in promoting peace and security in the world by expanding cooperation between nations through education, science and culture.

Delegations of Kuwait, United Arab Emirates, Morocco, Oman, Azerbaijan, Panama, the European Union, and a number of other countries spoke in support of the resolution of Uzbekistan at the meeting of the UN General Assembly, who thanked the Uzbek side for initiating such an important and timely document, as well as being open during informal consultations in coordination of its text.

The unanimous adoption of this resolution of the UN General Assembly is a vivid expression and indicator of the full support by the international community of a consistent, deeply thought-out strategy of the President of Uzbekistan aimed at strengthening the atmosphere of cooperation, mutual respect and solidarity of representatives of different nationalities and religions, supporting and maintaining interfaith, inter-ethnic and intercultural dialogue, ensuring peace and harmony in Uzbekistan.

An extraordinary session of Tashkent City Council of people’s deputies kicks off in Tashkent.

The President of the Republic of Uzbekistan Shavkat Mirziyoyev addressed the session.

It was noted that in 2017, the gross regional product in Tashkent grew by 5 percent, this year the figure amounts to 8.1 percent. At the same time, it is expected that by the end of the year, the volume of industrial production will grow by 9.2 percent, construction works – by 11.6 percent, provision of services – by 10.5 percent. This is one of the highest rates in the country.

The President noted the important areas of socio-economic development of Tashkent. He noted the need for development of a strategy on turning the city into a major business and financial center.

– In the current conditions of globalization, those cities, which actively attract investment in the economy and create favorable conditions for business are developing rapidly. We need to turn Tashkent into a major international center where high-tech products are produced, banking, financial, insurance and other modern services are provided, with industrial zones outside the city and innovation zones inside, – said Shavkat Mirziyoyev.

Further important tasks were identified for development of social sphere, construction and utility networks, creating even greater amenities for residents and tourists.
